To create incentives for the Dominican women to better themselves through personal efforts in their professional, social and personal lives, and in this way promote women's roles in relevant positions in the public and private sectors, both nationally and internationally. To promote the participation of women in the political, economic, cultural and social fields, creating the necessary conditions for their full participation in the national public life. To create the necessary mechanisms to obtain these objectives through implementation of scholarship programs of various kinds, to benefit those women that possess moral, civic, and social sense and which have demonstrated, through successful efforts, their desire to excel, and which also possess the indomitable will to continue on. For these efforts, the Foundation will award:
 

• The "Minerva Bernardino Scholarship" for post-graduate students of international studies. The purpose of this scholarship is to prepare and assist future leaders in their efforts on behalf of women's rights.

• The "Consuelo Bernardino Scholarship" for medical school graduates. To assist in post-graduate studies in the field of gynecology and pediatrics.

• To create other scholarships for post-graduate students to stimulate the empowerment of women and their participation in public life.

• To create a public library specializing in women's subjects.

• To offer orientation, cooperation and stimulation to programs divulging activities and triumphs of women.

• To help women in general with their initiations in leadership of public life.
